Dauphin VINELink Release Coverage
Pennsylvania’s official notification service is PA SAVIN, the Pennsylvania Statewide Automated Victim Information and Notification service. It runs through VINE and VINELink. State instructions describe coverage for people in county jails, state prisons, and state parole. A Dauphin County Prison record and a PA DOC record may therefore appear through the same notification platform while remaining records of different agencies.
VINELink performs two useful functions. It lets a user look for one person’s reported custody status, and it accepts registrations for events such as release, movement or transfer, and escape. It does not certify a court disposition. Nor does it replace the Dauphin County Prison release record or a PA DOC discharge record. Agency feeds can change after staff process an event, so the source facility remains the final place to confirm an urgent status.
Coverage does not extend to every system. Federal Bureau of Prisons custody uses the BOP locator. A federal pretrial person held under the U.S. Marshals Service can move among contract facilities and may never appear as a sentenced BOP inmate. ICE detention has its own locator. A VINELink no-match cannot prove release from any of those systems.
Search Dauphin Inmates on VINELink
The search must be tied to the correct person and custody source. Name alone may return more than one match. Add identifying data when offered, and examine whether the result names Dauphin County Prison or the correct Pennsylvania state institution. A county booking and a later state commitment are separate custody episodes.
- Open the Pennsylvania VINELink search and choose the offender or person search.
- Enter the first and last name as directed by the state.
- Add age, date of birth, or another available identifier to narrow similar names.
- Select the result associated with Dauphin County Prison or the correct PA DOC facility.
- Read the custody status, source agency, facility, and event information shown.
- Save the relevant identifiers before contacting the facility for confirmation.
If no result appears, retry spelling and known identifiers. Then check for a transfer. A person who left Dauphin County Prison for PA DOC should be sought in the state Inmate Locator. Someone released from state prison to state parole may appear in the Department Supervised Individual Locator. Fully discharged former state prisoners are not promised permanent visibility in either public PA DOC tab.

The screen supports a named-person check, not a broad Dauphin County list of everyone released on a given day.
Dauphin VINELink Release Fields
VINELink is dynamic, and participating agencies control the data sent into it. The official Pennsylvania instructions do not promise one fixed historical record layout for every jail and prison. Read only the fields that appear on the matching result.

A released or out-of-custody result is a notification record, not a certified discharge. The current state instructions do not guarantee a universal release reason, a historical release-date field for every result, or a fixed retention period. When a precise release type or destination matters, request the record from the agency that held custody.
Note: “Transfer” means custody moved; it must never be restated as release to the community.
Register Dauphin Release Notifications
Registration starts from the correct person record. Pennsylvania’s service supports phone, text, email, or app channels when offered by the interface. More than one method can provide a useful backup, but each destination must be entered and verified as the screen directs.
- Find and open the correct Pennsylvania offender record.
- Select Get Notified or the registration control shown.
- Add the offered phone, text, email, or app notification method.
- Enter and verify the requested contact information.
- For voice calls, create a four-digit PIN at the PIN step.
- Save the confirmation and keep the PIN private.
On an automated voice call, listen to the message and enter the PIN followed by the pound sign. That acknowledgment stops repeat calls for the event. State instructions say unanswered calls may be retried for 24 to 48 hours or until the PIN is entered. The registration phone route is 866-972-7284, with TTY service at 866-847-1298. Operators are available around the clock.
Keep registration details current. A changed phone number or email address can prevent delivery even when the agency sends the event. The PIN should remain private because it acknowledges an automated voice notice. Registering for more than one offered channel can reduce reliance on a single contact route, but each channel still carries the same agency-fed event and the same need to distinguish a transfer from a release.

The state screen is the source to follow because delivery and verification choices can change over time.
Dauphin PA SAVIN Release Layer
The local layer begins with the county facility. A person released from Central Booking or Dauphin County Prison to the community should first be checked in the county Inmate Lookup Tool with Include released inmates selected. Its Release Date is the facility-side public marker. The UJS docket can then explain whether bail, dismissal, sentence completion, or another court order authorized the departure.
PA SAVIN can corroborate the custody change and send an alert, but it should not be asked to answer facts owned by the jail or court. If the county date is blank or ambiguous, call Dauphin County Prison and request the existing Prison Release Notification or booking/release record. A court docket is stronger for the legal disposition, while a signed facility record is stronger for the physical release event.
Movement from Dauphin County Prison to the Work Release Center is not freedom from custody. The center describes its residents as incarcerated. Likewise, transfer to PA DOC, another county, USMS, ICE, a hospital, or another institution remains custody. VINELink’s event label and the receiving authority must be read before describing what happened.
Dauphin State-Release Checks
A person sentenced by a Dauphin court may leave the county jail and enter statewide PA DOC custody, even though no state prison was verified within Dauphin County. While confined under PA DOC, the person belongs in the Inmate Locator. That database updates daily and lists current DOC jurisdiction, not a permanent archive of all former prisoners.
After state parole to the community, the person may appear in the Department Supervised Individual Locator. That record can include a Release Date, but the date means release into state supervision. It does not mean the maximum sentence ended. A supervision listing also does not, by itself, mean the person is wanted. Wanted status requires the explicit parole-absconder marker or official absconder search.
PA SAVIN adds timely events to those state channels. The Pennsylvania Parole Board’s authorization, the PA DOC physical release, and a VINE alert can occur at different points. A favorable parole decision is not proof that the person left prison that day, since release planning and detainers may still affect the actual event.
Dauphin VINELink Release Limits
VINELink depends on participating agency data. A recent booking, transfer, or release may take time to appear. Spelling, an old identifier, or a change in facility can also produce no result. Treat the no-match screen as evidence that a search was run, not evidence that a person is free.
Use the Dauphin County released-inmate lookup path when VINELink alone does not resolve the person’s status. County records, the UJS docket, PA DOC locators, BOP, USMS, and ICE each answer a distinct custody question. One system’s absence cannot settle another agency’s status.

When online routes conflict, preserve the name, identifiers, dates, facilities, and event messages. Send a narrow request to the record owner. Dauphin County holds its jail release record, PA DOC holds state custody and discharge material, and the court holds the docket and orders.
The proof source should match the question. A certified Dauphin court order is strongest for the legal disposition. A signed jail discharge or responsive release-record letter is strongest for when county custody ended and where the person went. PA DOC holds the state sentence and supervision record. VINELink remains most useful for timely notice of a participating agency’s reported event. Keeping those roles separate prevents an alert, a docket entry, or a vanished search result from being stretched beyond what it establishes.
